What's a max bid?

Romania (Kingdom): Four-piece construction, silvered bronze with red, white, blue and black enamelled shield, mounted to a silvered bronze and green enamelled base, owner's name engraved on the reverse of the right side of the wreath has been scratched out, but "DIVIZIA 21 INF GALATI" engraved on the left side is untouched and remains quite legible, 46.3 mm x 76.2 mm, vertical pinback, chipping and loss evident in the green enamels at the top of the wreath on both sides, better than very fine.
