Instituted in 1940. In silver, measuring 30.5 mm in diameter, scattered tarnishing, light contact, original ribbon with hook and eye, better than very fine.
Footnote: In 1935, the Special Service Bureau of the Kwantung Army announced plans to build a Shinto shine in Manchukuo, to ""promote friendship between Japan and Manchukuo, and dedicated to the Sun Goddess, the Emperor Meiji, and the Manchu ancestors"". During the war years, the Japanese Army customarily erected these shrines in newly conquered lands, to symbolize the spread of the Imperial rule. The National Foundation Sacred Shrine was formally established in the national palace at Hsinking on July 15, 1940.

Dr. Goodwin had a successful career as an educator and prominent physician in New York as well as actively serving in both World Wars with the United States Medical Corps. He maintained further membership with the American Society of Military Collectors, the International Orders Research Society, and the American Numismatic Society.
