Instituted in 1936. In silver with red, white, blue, black and yellow enamels, measuring 40.2 mm (w) x 51 mm (h) inclusive of its ornate suspension, intact enamels, original ribbon with hook and eye, extremely fine.
Footnote: This award was one of the main orders of the Manchukuo Empire. The ""Chu Kuo Chang"" was founded by Imperial Edict No. 142 dated September 14. 1936 in eight classes, for award to recipients of the I to VIII Orders of Merit, and corresponds to the Japanese Order of the Sacred Treasure. Therefore, the order should have been freely awarded for merit. However, since the puppet empire lasted only thirteen years (1932-1945) and since this order was established in 1936, this medal is hard to find and is highly desirable for collectors.

Dr. Goodwin had a successful career as an educator and prominent physician in New York as well as actively serving in both World Wars with the United States Medical Corps. He acted as both President and Vice-President of the Orders and Medals Society of America (OMSA) and is responsible for organizing their first convention in 1960. He maintained further membership with the American Society of Military Collectors, the International Orders Research Society, and the American Numismatic Society.
