A framed promotion certificate to Reichsbahnassistent (Reich Rail Assistant) Heinrich Keßler, making him Reichsbahnsekretär (Reich Rail Secretary). The certificate is also meant as a reminder for Keßler to stay true to his official oath and act worthy of the trust placed in him. It states that he can be sure of the special protection of the Führer. It is signed in Saarbrücken on Apr 18th, 1941 in the name of the president of the Reich Rail management. The signature is indecipherable.
