Constructed of off-white paper stock with black ink, the obverse featuring a lengthy Serbo-Croatian language inscription in Latin script to the Muslim, Catholic, and Orthodox populations of the region, warning them and the Partisans about the horrors of life in the Soviet Union and the existential threat it poses to Europe, simultaneously praising Germany for preventing a Soviet onslaught into Europe and imploring them to defect to the Axis while citing the example of General Andrey Vlasov and the Russian Liberation Army, measuring 23.5 cm (w) x 28.5 cm (h), demonstrating moderate material fatigue and tearing, in very fine condition.
