Footnote: The Order was created on April 26, 1814 by the Ordinance of the Comte d’Artois (later King Charles X, reigning 1824-1830) acting as Lieutenant General of the Kingdom. It was intended to reward the National Guard of Paris for service in defence of Paris, of order and of the royal family.
