It also informs that the picture shows the “political leader in Holland”. The uniformed man in the front and center is Martin Seidel (1898–1945), SA-Oberführer and representative for the province of Northern Holland for the Reichskommissar between 1940 and 1942.
The picture was taken by Pers- en Bedrijfs Fotografie A. Peperkamp in Haarlem. The second picture shows guests the opening of the “Kriegswinterhilfswerk” (War Winter Relief), a parallel organization of the German welfare organization “Winterhilfswerk des Deutschen Volkes” (Winter Relief of the German People) in Amsterdam. The guests include Wehrmacht, state, and party officials. Speeches were held by Reichsamtsleiter Hebenbrock and, as a representative of the Reichskommissar, by Oberdienstleiter Martin Seidel.
