The soldier in question is Karl Koch (born 1905), Lance Corporal  in a Sanitätstruppe (medical troop) at the Medical Park 103 in Agram (Zagreb, Croatia). There, Koch served between February and December of 1943 by refitting and supplying Croatian troops with medical material. For this, his duty station leader, Stabsapotheker (Staff Pharmacist) Falk Riedel recommends him for the award. He signed the document in blue or green ink on December 1, 1943. It is also signed by the Leading Medical Officer of the German Commissioned General in Croatia, a Generalarzt (Medical General), whose name, written in pencil, is indecipherable. He signed the document on December 13, 1943.
