Instituted in 1891. Hardshelled design on both the lid and base, cardboard-framed, the exterior with a red dimpled paper covering on five sides, the bottom with a white paper covering, the lid bearing the Imperial Crown and inscribed "ОРДЕНЪ / "ЗА ГРАЖДАНСКА ЗАСЛУГА" / V. Cm." in gold-coloured ink, inside lid lined in white satin and padded, a white cardboard insert placed within the base and housing a medal bed in white satin, measuring 65 mm (w) x 104 mm (h) x 25.5 mm (h), soiling evident on the exterior, the red paper covering over the hinged area having separated and as a result, the lid and base are now separate entities, soiling present on the white satin lining on both the inside lid and medal bed, near fine.
