Instituted in 1891. Hardshelled design on both the lid and base, red dimpled exterior on all sides, the lid bearing the Imperial Crown and inscribed "ОРДЕНЪ / "ЗА ГРАЖДАНСКА ЗАСЛУГА" / V. Cm." in gold-coloured ink, inside lid lined in white satin and padded, a white cardboard insert placed within the base and housing a black felt recessed medal bed, single clasp closure, measuring 70 mm (w) x 117 mm (h) x 25.5 mm (d), very light soiling evident on the exterior, the interior particularly clean and without interruptions in the fabrics, near extremely fine.
