What's a max bid?

(ОРД.ЗА ГРАЖД.ЗАП. III.CT.). Instituted in 1891.Type II with Imperial Crown (1908-1944). In silver gilt with red, green and white enamels, measuring 55.5 mm (w) x 88.5 mm (h) inclusive of its crown suspension, chipping and loss evident in the red and green enamels at the base of the crown on both sides, otherwise the enamels are intact, on its original full-length neck ribbon, near extremely fine.

Footnote: The National Order for Civil Merit was instituted on August 2, 1891 and awarded in six grades.
