What's a max bid?

Bulgaria, Kingdom. An Order for Civil Merit, III Class Commander, c.1920

(ОРДЕНЪ ЗА ГРАЖДАНСКА ЗАСЛУГА III CIII). Instituted in 1891. Type II with Imperial Crown (1908-1944). In bronze gilt with red, green and white enamels, measuring 62 mm (w) x 95.5 mm (h) inclusive of its crown suspension, very light spotting evident on the white enamelled arms, intact enamels, on its original full-length neck ribbon, extremely fine. In its hardshelled case of issue, deep red dimpled paper exterior on five sides, black paper bottom, stamped with the Imperial Crown and inscribed "ОРДЕНЪ "ЗА ГРАЖДАНСКА ЗАСЛУГА" III CIII." in gold-coloured ink on the lid, the inside lid lined in off-white embroidered fabric and padded, a white cardboard insert placed within the base and housing a recessed medal bed in black felt, clasp closure, measuring 73 mm (w) x 150 mm (h) x 25.5 mm (d), edge wear and scuffing evident on the exterior, case better than very fine. Footnote: The National Order for Civil Merit was instituted on August 2, 1891 and awarded in six grades.
