What's a max bid?

Estonia, Republic. An Order of the White Star, II Class Star, c.1940

(Valgetähe teenetemärk). Instituted in 1936. A six-sided star insignia in silver gilt with white enamels centred on a six-armed white enamelled cross, all of which is mounted to a six-sided silver star base, consisting of three or four smooth rays alternating with one thick faceted ray, weighing 109.2 grams, measuring 76.2 mm (w) x 83 mm (h), vertical pinback flanked by dual stays, intact enamels, chipping and crazing evident in the white enamels on one star point on the star insignia, cross loose versus the star base, better than very fine.

 

Footnote: The Order of the White Star was established by Prime Minister Konstantin Päts in 1936 in commemoration of the struggle for Estonian independence. It was later suppressed during the Soviet occupation, but it was renewed in 1996 following the restoration of Estonian independence.
