What's a max bid?

A circular medal constructed of silvered metal alloy with nine points, the centre bears a screen printed portrait of a (unknown) Russian resistance leader encircled with a grommeted border, a downwards facing sword lays behind the portrait and a banner of green, white and red enamels lay at the bottom, the top bears the inscription “SIYLALLY BIAHO” and the bottom bears “W S”, the reverse is plain and bears a screw back, measuring 48.23 mm, fine.
