What's a max bid?

In lightweight cotton with a printed multi-coloured design featuring a wide horizontal black strip in the center with white printed script “Deutscher Volkssturm Wehrmacht/German People’s Militia Armed Forces)”, flanked on either side by a white national eagle with outstretched wings, clutching a wreath with a swastika in the center; two white lines on the top and bottom edges; with a red horizontal border on the top and bottom edges. Measuring 210 mm x 70 mm (folded); mint and unissued condition.
