What's a max bid?

Constructed of light blue cotton, the exterior bearing a dyed black inscription of “ORGANISATIONSSTAB” (“ORGANIZATIONAL STAFF”), unmarked, unstitched and measuring 100 mm (w) x 375 mm (l) as presented, with soiling and four small holes evident, in overall very fine condition.
