What's a max bid?

A Reichsluftschutzbund (Air Raid Protection League) member’s armband, constructed of a multi-coloured cotton blend, the obverse with a central white threaded disk, incomplete as it is missing the black machine-embroidered RLB initials, the obverse marked BEVO-WUPPERTAL, otherwise unmarked, measuring 184 mm (w) x 100 mm (h) as folded, and in better than very fine condition.
