What's a max bid?

First page of this four-page document (21cm x 30cm, or 8 x 11 ½ inches) has details of the Officer (Erich Zahn) and his nomination for promotion (Hauptmann to Major); below, Berlin, 27 January 1942; below date is a nice original ink signature of Reichsführer Heinrich Himmler; first page has at the bottom page official stampings from Adolf Hitler’s Reichschancellery and the Presidential Chancellery, both dated 29 January 1942. Pages 2, 3 and 4 have Officer’s personal and career details; it is indicating he was attending Police School in Berlin in late 1930’s. Overall, this document is in excellent condition.
