The document is named to Regierungsbaurat (Construction Councillor) Heinrich August Ernst Wilhelm Meinecke, promoting him to Oberregierungsbaurat (Senior Construction Councillor). It is dated to Bad Mergentheim (southern Germany) on June 9, 1921 and is signed in black ink by Reich President Friedrich Ebert, as well as being embossed with the president’s seal. A second signature in black ink belongs to Wilhelm Groener (1867–1939), Lieutenant General of the First War, Minister of Defense from 1928 to 1932, and at the time of the signing Minister of Transportation. Measuring 210x329mm, extremely fine condition with minimal scuffing and age-related discolouration.
