What's a max bid?

In blackened cast iron, magnetic, obverse illustrating Europa riding her bull, which has just kicked over two crowns onto an army of German helmets and raised bayonets, inscribed "EUROPAS SELBSTMORD" (Europe's Suicide) above, reverse illustrating an upright cannon, its base decorated with two ram heads, the cannon spewing money into the waiting hands of a Japanese man while U.S. President Woodrow Wilson tries to divert his hand in order to catch more of the money in his star-studded top hat, engraver marked " K G" (Karl Goetz), inscribed "DIE LACHENDEN ERBEN" (The Laughter Inherit) above and "1917" below, measuring 85.5 mm in diameter, near extremely fine.
