What's a max bid?

The studio portrait of Tirpitz shows him wearing his uniform. The reverse is unused. The card is identified as a welfare card of the Reich Association for the Support of German Veterans, as well as participants of the war from the army and the navy. Measuring 89x139mm, better than very fine condition with some scuffing.

Footnote: Alfred von Tirpitz (1849–1930) served as Secretary of State of the German Imperial Naval Office from 1897 until 1916. During this time, he turned the modest German navy and molded it into a force on par with the British Royal Navy. On August 10, 1915 Tirpitz was awarded the Pour le Mérite. However, during the war, he fell out of favour due to differences in navy politics with the Emperor and other important offices, leading to his resignation in 1916.
