What's a max bid?

(Allgemeines Ehrenzeichen). Issued 1847-1918. A round silver medal; the obverse inscribed “VERDIENST UM DEN STAAT” (German - Merit for the State) within an open-ended laurel wreath that is tied together a the base by a ribbon; the reverse inscribed with the crowned royal monogram of Friedrich Wilhelm; on a loop for suspension from its period original ribbon; measuring 39.46 mm in diameter; weighing 22.7 grams; in overall near extremely fine condition.
