What's a max bid?

(Dienstauszeichnung II. Klasse für 12 Dienstjahre). Instituted 19 July 1913 by King Wilhelm II. (1913-1921 issue). Constructed of gilded tombak, on loop for suspension from its period original ribbon, the obverse with a central wreathed crown, the reverse with an inscription of “FÜR TREUE DIENSTE BEI DER FAHNE” (“FOR FAITHFUL SERVICE TO THE FLAG”), above a wreathed number “12” in Roman numerals, unmarked, measuring 31.23 mm in diameter, in extremely fine condition.
