What's a max bid?

A white metal cross patte with a blackened core (non-magnetic); the obverse with a raised central three-pointed stem of oak leaves with the re-institution date “1939” in raised numbering on the six o’clock arm; the reverse with the original institution date “1813” in raised numbering on the six o’clock arm; on loop for suspension from its period original ribbon; measuring 43.51 mm (w) x 43.55 mm (h); weighing 18.4 grams; in absolutely mint and unissued condition.
