What's a max bid?

Consisting of an eight-pointed double-overlaid sunburst pattern constructed of dark grey wool and silver aluminum wire threading, with a central black machine-embroidered swastika trimmed with silver aluminum wire threading, on a white cotton disc, within a circular laurel leaf wreath constructed of gilded tombak, joined together at the bottom by a banner bearing an institution date of “1941”, with the wreath highlighted on both the inside and outside by read threading and twisted and rolled silver aluminum wire, unmarked, measuring 68 mm (w) x 70 mm (h), age-appropriate material fatigue evident, in fair condition.
