What's a max bid?

A blackened iron cross paty, the obverse with a central mobile swastika, the 6 o’clock arm bears the reinstitution date of “1939”, the reverse 6 o’clock arm with the original institution date of “1813”, unmarked, measuring 38.19 mm (w) x 37.99 mm (h), majority of black removed due to age, otherwise fine.
