What's a max bid?

Accompanied by its packet of issue, marked "Medaille "Winterschlacht im Osten 1941/42 (Ostmedaille)" on the front and maker marked "Julius Maurer Oberstein a.d. N." on the back, undulated, packet also near extremely fine.
