What's a max bid?

(Kriegsverdienstkreuz I. Klasse mit Schwertern). Constructed of silvered tombak, consisting of a Maltese Cross, the obverse with pebbled arms and a central wreathed mobile swastika, the reverse with an a vertical pinback and an inscription of “FESTUNG ST. NAZAIRE 1944-1945”, both the pinback and inscription display evidence of postwar addition, measuring 48.75 mm (w) x 48.04 mm (h), weighing 24.6 grams, in better than very fine condition.
