What's a max bid?

Constructed of a green wool base, the obverse bears four rows of interwoven silver/aluminum Russian braid, with a centred singular green cord, white piping on three sides, the reverse is plain, missing shoulder board ciphers, with buttoning hole, measuring 36.19 mm (w) x 111.74 mm (h), some material fatigue but very fine.
