What's a max bid?

Constructed of dark blue wool, with rolled, flat, and twisted silver aluminum bullion wire in the shape of two vertically stacked gulls within a wreath within an oak wreath, with raised wire accents representing the veins of the wreath, all four sides trimmed in twisted silver aluminum bullion piping, with a standard buckram core, measuring 41 mm (w) x 57 mm (h), in overall better than extremely fine condition.
