What's a max bid?

A pair of Kriegsmarine shoulder boards constructed of dark navy-blue wool with a wide strip of fine gold bullion tress border, the obverse features a gilded career insignia of two crossed lightning bolts pointing downward over an anchor (denoting Teletypist career), in addition to one silvered rank pip, with button hole and backer in navy blue wool, still attached to the slip-on ends, measuring 45 mm (w) x 115 mm (h), and in near extremely fine condition.
