What's a max bid?

Constructed of a black rayon backer bearing a machine-embroidered silver-grey German national eagle inlaid with a mobile swastika, above date of “1944”, within an oak leaf wreath, unmarked, measuring 83 mm (w) x 85 mm (h), in near mint condition.
