What's a max bid?

Britain: Badge in bronze gilt, illustrating the British coat-of-arms, surrounded by the inscription "HONI SOIT QVI MAL Y PENSE" (May He Be Shamed Who Thinks Badly Of It), the arms framed by am ornate leafed wreath and surmounted by the Victorian crown, measuring 64.5 mm x 103.5 mm, mounted to 81.5 mm x 115.5 mm heavily stitched leather martindale, the front of the martindale in maroon, the reverse in black, a leather tab stitched in place on the reverse, scattered gilt wear on the badge, light wear evident on the leather martingale, the tab on the reverse with half of its stitching intact and exhibiting wear, better than very fine.
