What's a max bid?

Montenegro: 2nd Model (1861-1918) Of extremely high quality with Gold cypher and lettering on a silver with red, white and blue enamelled cross, mounted to a sixteen-pointed star base, Russian-made, marked with the "84" standard mark beside the St. Petersburg city mark, along with the maker mark on the reverse for P. Fokin who was active in St. Petersburg; according to the Jeffrey Jacob's Court Jewelers of the World, his mark has been seen on Grand Cross sets of the Order of Danilo post-1896., measuring 76.5 mm x 76.7 mm, vertical pinback, fine chipping evident in the white enamels on the centrepiece ring, near extremely fine.
