Constructed of silver, the obverse consisting of a richly-detailed oval laurel and oak leaf wreath, joined together at the bottom by a bow tie ribbon, overlaid by a Romanov imperial eagle clutching an orb and sceptre, its wings overlaid by eight shields bearing regional coats of arms, with a central shield bearing the coat of arms of Moscow within a collar of the Order of St. Andrew the First-Called, the reverse with a backplate and wingnut meeting a screw emanating from the obverse of the badge, maker marked “З. КОРТМАНЪ” for the firm of Eduard Johann Kortman, St. Petersburg, above a silver kokoshnik mark, measuring 46.03 mm (w) x 59.15 mm (h), weighing 44.3 grams, two of the three rivets securing the eagle to the wreath have been severed, in overall near extremely fine condition.
