What's a max bid?

Constructed of gilded brass, on loop for suspension from its period original ribbon, obverse depicts raised Soviet soldier with AK-47, missiles, fighter aircraft, and a submarine with dates “1918-1978”, reverse depicts central five-pointed star with a pebbled finish superimposed on a crossed rifle and sabre, with a hammer and plough in the centre of the star, circumscribed by Cyrillic inscription reading “Sixty Years of the Armed Forces of the USSR”, unmarked, measuring 32 mm in diameter, accompanied by its original book of issue with recipient named as “Pyotr Semonovich Ilyin” in handwritten cursive Cyrillic, in near mint condition.
