What's a max bid?

Constructed of gilded bronze with enamels, the obverse consisting of an eight-pointed radiant star, bearing a blue and white enameled St. Andrew’s Cross, with a central blue and white enameled oval medallion with an inscription of “AL MERITO CIVIL” (“FOR CIVIL MERIT”) around a raised figure, the reverse with a boutonniere pinback, unmarked, measuring 25 mm (w) x 25 mm (h), in near extremely fine condition.
