What's a max bid?

(Allgemeines Ehrenzeichen). Constructed of bronze, on loop for suspension from its period original ribbon, the obverse with an inscription of “VERDIENST UM DEN STAAT” (“SERVICE TO THE STATE”) inside of a laurel wreath, the reverse with the monogram of Kaiser Wilhelm II above a date of “1912”, unmarked, measuring 39.20 mm in diameter, in near extremely fine condition.
