What's a max bid?

Constructed of lemon-yellow wool; the obverse with twisted, flat, and rolled silver aluminum bullion wires in the shape of three vertically oriented gulls within an open ended oak wreath; all four sides edged by twisted silver aluminum bullion braid; with a standard buckram core; measuring 45 mm (w) x 61 mm (h); uniform removed but in overall extremely fine condition.
