Growing up in a multicultural region, Ellmer spoke German, Serbian, and Hungarian. He was a so called “Volksdeutscher”, an ethnic German. He joined the SS on April 25, 1942, being placed in the 7th Battery of SS Mountain Artillery Regiment 7 “Prinz Eugen” to undergo basic training. On August 5, he joined the 1st Battalion, Staff Battery. Ellmer was promoted to SS-Sturmmann on September 1. Between September and December of 1942, he fought partisans in Serbia, afterwards, between January and May 1943, in Croatia. Ellmer was appointed an SS-Führerbewerber (officer cadet) on April 1, 1943. In May and June, he fought partisans in Montenegro. On December 8, 1943 Ellmer was awarded the Infantry Assault Badge in Silver. Frostbite on his foot had him stay in a field hospital from January to April of 1944. During this time, he was awarded the Iron Cross 2nd Class on January 30. Shortly after being released from hospital, Ellmer was promoted to SS-Unterscharführer. In late June, he was redeployed to the 5th Battalion of SS Artillery Training and Replacement Regiment in the occupied Netherlands. Ellmer was promoted to SS-Junker on January 12, 1945.
