What's a max bid?

Two black rayon fields sewn back-to-back, the obverse panel with the text in gold-coloured bullion wire, in various textures, inscribed "FASCIO di ANDRIA VIII= SETTORE R DI PALMA", with sequins placed above the equal sign and after the "R" before "DI PALMA", the top and bottom edges trimmed in a strip of fine gold-coloured bullion wire interlaced with light brown threading, the trim complemented by 25 mm long gold-coloured rolled bullion wire fringe, three pairs of black rayon ties on the left side, reverse is blank, measuring 465 mm (w) x 305 (h), near extremely fine.
