What's a max bid?

(Nut Herb Filistin 1948-1949). Instituted in 1959. Three-piece construction, in silvered and gilt bronze with blue, black, green and gray enamels, measuring 40.5 mm in diameter, scattered silvering wear, original ribbon with pinback, near extremely fine.
