Likely local manufacture, a five-pointed star in alloy metals, circumscribed on two crossed and tied laurel branches, with obverse featuring an enameled green ornament patterns with protruding centrepiece depicting Arab characters, plain reverse also with a single protruding centrepiece inscribed by different Arab characters, measuring 41.76 mm (w) x 57.47 mm (h - inclusive of ribbon suspension), presenting toned metal and wear surfaces, suspended by original breast ribbon with a gilt leave clasp denoting civil services, fair.
