In bronze gilt with green enamels, un-named, marked "THE CONGRESS TO" on the reverse of the eagle, 37 mm (w) x 55.8 mm (h) inclusive of its eagle and VALOR suspension, on a period original full-length neck ribbon with vertical octagonal thirteen star cravat pad sewn in place, dual snap closure, chipping evident in the green enamels in the wreath just below the VALOR suspension, accompanied by its original 32 mm (w) x 10 mm (h) Ribbon Bar, near extremely fine.
