Of German manufacture, a four armed silver gilt Pisan cross in white enamels, with oak leaves and acorns in each quadrant, obverse centre presenting the white enameled monogram of the founder Knyaz Ferdinand on red enameled background, white enameled surround with insription ЗА граждански ЗАСЛУГА (For Civil Merit), reverse centre presenting the crowned Bulgarian Lion on red enameled background, with surround presenting the orders institution date, adorned by large imperial crown with red enameled interior and decorated with enameled jewels, “SILBER” hallmark on suspension ring, measuring 55.51 mm (w) x 87.58 mm (h - inclusive of crown), weighing 42.5 grams, with enamel wear, on period neck ribbon, very fine.

Dr. Goodwin had a successful career as an educator and prominent physician in New York as well as actively serving in both World Wars with the United States Medical Corps. He acted as both President and Vice-President of the Orders and Medals Society of America (OMSA) and is responsible for organizing their first convention in 1960. He maintained further membership with the American Society of Military Collectors, the International Orders Research Society, and the American Numismatic Society.
