Footnote: The medal was established on February 26, 1896 by Tsar Nicholas II, to commemorate the fifty-first year of birth of his late father, Tsar Alexander III. The medal was bestowed upon the higher ranks of the Armed Forces, civil servants and of the Clergy who were on active duty on that date.

Dr. Goodwin had a successful career as an educator and prominent physician in New York as well as actively serving in both World Wars with the United States Medical Corps.
