Instituted 16 January 1922. Extraordinary Grade for Heads of State established 1959. Likely of Egyptian manufacture, consisting of an distinctively large sash badge in silver, featuring a large circular silver disc with multiple individual rays, a large green enameled laurel overlay surround, obverse centre presenting a red enameled star with ball finials in bronze gilt, a stylized green and brown enameled cedar tree of Lebanon at centre with a further green enameled cedar laurels and blue bow, reverse a large silver field with Arabic silver hallmark, measuring 100 mm (w) x 93 mm (h), with original red and white sash, enamel loss to bows and laurels, remains very fine. Accompanied by the equally large star of the order, featuring a bronze gilt five armed star with ball finials and clusters of multiple silver rays in each quadrant, each arm with separately applied bronze gilt oak leave branches, obverse centre presenting Arabic script in gilt surrounded by green enameled laurels adjoined by blue bow, reverse with dual stays and large central pin assembly, with Arabic silver hallmarked, measuring 108 mm (w) x 105 mm (h), with enamel loss, good/fine.

Dr. Goodwin had a successful career as an educator and prominent physician in New York as well as actively serving in both World Wars with the United States Medical Corps. He acted as both President and Vice-President of the Orders and Medals Society of America (OMSA) and is responsible for organizing their first convention in 1960. He maintained further membership with the American Society of Military Collectors, the International Orders Research Society, and the American Numismatic Society.
