What's a max bid?

In bronze with blue enamels, engraved "DOROTHY M. LAWRENCE" on the reverse, measuring 35.3 mm in diameter, intact enamels, original ribbon, extremely fine. Accompanied by its 37 mm (w) x 10 mm ribbon bar and its 16.5 mm in diameter lapel pin in bronze with blue enamels, in its plastic case of issue.

Footnote: The Department of the Army Achievement Medal for Civilian Service is awarded for noteworthy achievements that are of a lesser degree than those recognized by the Commander's Award for Civilian Service. It was approved by the Army Chief of Staff, on August 24, 1987. It is the fifth highest award in the Department of the Army Honorary Awards scheme for Department of the Army employees, ranking just below the Commander's Award for Civilian Service.
